Smaller that still holds every remaining job is a promotion. Taste is human.

Mutate the candidate. If the suite stays green, reject the suite.
4. Held-out
Run only at promotion. The builder must not have seen the cases.
5. Human
AI does not copy back. A signature is a gate.
